Change to:
Bona fide amateur builders are permitted for wood construction and for the completion of hull kits wherin the glasfibre hull has been constructed by a licensed builder and the amateur has built the internal framing, the deck and the cockpit. An amateur shall be limited to the construction and registration of one Contender per year, and this shall be for the amateur's own use and not for immediate resale...

OR Change to:
Bona fide amateur builders are permitted for wood construction or for the completion of hull kits only, and are limited to the construction and registration of one Contender per year, and this shall be for their own use and not for immediate re-sale. A hull kit comprises at the minimum a glasfibre hull built by a licensed builder. ...

This proposal legitimizes the existing practice of amateurs building boats from kits. Such kits were supplied from the early 1970s and continue to the present day.
